In October, MDE began paying out the roughly $20 million in funds for the 35a(5) Additional Instructional Time Grant. As part of that grant, MDE requires that recipients of grant funds report on the students in K-3 receiving services through the grant. CEPI and MDE recently published the specifics of that reporting, which will be done through the End Of Year General Collection this June.
Does my District report?
Any district that received section 35a(5) grant funds this year is required to report. Over 700 districts received funds under the grant, so if you are not sure, you can:
- Go to www.mi.gov/sasf
- Under the 'What's new' heading, click on 'State Aid Financial Status Reports.'
- The reports are grouped by ISD, so click on the ISD your District is in, and find your report in the document.
- One page 1 of your report, there is a list of funding sources on the bottom half of the page, with descriptions and dollar amounts. If you have a line that starts "35a(5) EARLY LITERACY TARGETED INSTRUCTION", then you need to report.
OR, you can check the list of current grantees that MDE graciously provided, by clicking HERE. Note that this list is only accurate as of now, and that over time, the 4-step method above will always give the most accurate answer.
On which students do I report?
The new component (Early Reading Deficiency) MUST be submitted for every K-3 student in your district if you received grant funds. Note that it is not K-3 students that received services, but ALL K-3 students.
What do I report?
The initial characteristic, which is to be submitted for all students, is a yes/no question on if the student was identified as having a reading deficiency during the current school year.
If the answer to that question is 'yes,' there are two more required questions (not required if the initial answer is 'no'):
- Another yes/no question on if the reading deficiency still exists at the end of the school year.
- A list of values on the nature of the services the student received (you can report more than one if needed):
- 01 - Before School
- 02 - During School
- 03 - After School
- 04 - Summer Program
- 05 - Other Allowable Grant Activities

The MPAAA Spring Conference has become a top-rated conference in recent years, and the Association is pleased to continue to offer excellent conference topics again this year. Outstanding Service Award
Each year, at the Spring Conference, we honor those of our colleagues who have provided exemplary service to their District and community. To nominate a colleague for an Outstand Service Award, you can fill in THIS form. Please be sure to complete the form by April 12 to have your nominee considered for this award.
To submit questions to the State experts who make up our State Agency Panel, or for any other session, please use THIS form. It gives our speakers an opportunity to research your questions before the conference and give the best possible answers.

Due to the amount of classroom time lost to bad weather this winter, MDE has extended the testing window for the M-STEP online testing and MI-Access online and paper/pencil testing by a week.
For students taking the Grade 5, 8 or 11 M-STEP tests, the testing window has been extended to May 10. All other M-Step tests, as well as the Mi-Access Alternate Assessments, have been extended out to May 31. Because the testing window has been extended, the "As of Dates" as well as submission dates for SRM reporting has been extended as well. Note that this is ONLY the SRM reporting for students' who's demographic or enrollment information need to be changed for testing.
